WGM Group provided design and construction services for this $1.6 million ARRA funded streetscape improvement project in downtown Missoula. The project was designed, bid, and awarded in only 6-months to meet ARRA funding requirements. WGM Group prepared a NEPA Categorical Exclusion and obtained Department of Environmental Quality (DEQ) approval for water lines and storm drainage. The project included five bid alternates to ensure that the project could be awarded within the funding constraints. Project costs were tracked continuously during the design process by WGM Group, which also provided construction administration. Bids came in below estimates and construction was completed in September 2010.
The project is the first phase of the Missoula Greater Downtown Master Plan and, like the Long Range Transportation Plan will, it involved close coordination with local businesses, MDT, FHWA, Missoula Downtown Association, Downtown Business Improvement District, Missoula Redevelopment Agency, Mountain Water Company, Utility Companies, and City Pubic Works.
