Grand Opening Celebration October 15, 2010

A grand opening ceremony for the North Higgins Street Project will be held from 4:00 to 7:00 P.M. on October 15, 2010 at the intersection of Higgins and Pine Street in downtown Missoula.

The celebration includes a community bike ride, street musicians, and several bands. All businesses are open for business, so don't forget to shop local!

North Higgins Streetscape Improvements Construction

Construction is scheduled to begin this week in North Higgins Avenue.  Knife River will be working to replace water mains dating from 1941 or earlier.

Work will start at the intersection of Pine and Higgins on Wednesday, March 10th.  The contractor will construct two short connecting mains across Pine Street – one to the east of Higgins and one to the west.  Water users may be affected by brief water shutdowns during construction.  However, the contractor is required to notify all water users prior to any water shutdown.

Once the ties in Pine Street are complete, the contractor will begin replacement of the water main on the east side of Higgins Avenue, beginning at Pine Street and working north.  Two lanes of traffic and one lane of parking in Higgins Avenue and acceptable access to all businesses shall be maintained during construction.

North Higgins Streetscape Improvements Advertised for Bids

 
Sealed bids will be received at the office of the City Clerk, 435 Ryman Street, Missoula, Montana, until 1:00 p.m., on Monday, February 22, 2010 for construction of the North Higgins Bike/Ped-Msla project. Electronic versions of the construction plans, specifications, and project overview are available for download. Official contract documents may be examined or obtained at the WGM Group office, 1111 E. Broadway, Missoula. Bidders must obtain an official bound set of the contract documents. Prospective bidders are encouraged to attend a pre-bid conference at the Missoula Redevelopment Agency Conference Room, 140 West Pine Street, Missoula, MT 59802 at 11:00 a.m. on February 8th, 2010.

The project consists of sidewalk improvements, enhanced street crossings, protected bike lanes, period street lighting, and landscaping on three blocks of North Higgins Avenue between West Broadway Street and Railroad Street. The City of Missoula received authorization from the Montana Department of Transportation and Federal Highway Administration last week to advertise the North Higgins Streetscape Improvements project for bids. The project is funded by the American Recovery and Reinvestment Act (ARRA) of 2009 through the MDT CTEP Program.

North Higgins Streetscape Improvements Moving Ahead

The North Higgins Streetscape Improvements project is part of the first phase of implementation of the Missoula Greater Downtown Master Plan. The project consists of sidewalk improvements, enhanced street crossings, protected bike lanes, period street lighting, and landscaping on three blocks of North Higgins Avenue between West Broadway Street and Railroad Street.

Advertisements for bids will be released in January 2010. The project award will be announced February 2010 and construction with take place March through September 2010.

These improvements will positively impact the downtown character, aesthetics, maintenance, and modernization. Additionally, it will improve safety for users, with special considerations for Americans with Disabilities Act (ADA) standards. The short-term, construction related effects will include noise and air quality impacts as well as traffic delays and lane closures.
