Brent Campbell, P.E., President/CEO
Mr. Campbell has more than 25 years experience in the planning, design, and construction of infrastructure, with a pronounced expertise in infrastructure planning and funding. He brings an excellent knowledge of community development financing options.  He is an enthusiastic participant in numerous community activities, including Missoula's River City Roots Festival.

Nick Kaufman, Vice President, Principal Planner
Mr. Kaufman has more than 34 years experience in the planning and design of residential, commercial, and industrial development; mixed use development; traditional neighborhoods; shopping centers and sports facilities. His experience includes the development of comprehensive plans and implementation through land use regulations and capital facilities planning.
Jon Gass, P.E., LEED AP, Principal Engineer
Mr. Gass is a LEED Accredited Professional with more than 18 years experience in the design and construction administration of civil engineering projects, including sewer, water, storm drainage, and transportation facilities. His experience encompasses a wide range of projects including sewer collection, water supply and distribution, storm drain detention facilities, transportation improvements, hydraulic/hydrologic analysis, commercial and residential development, public involvement, subdivisions, and construction administration and observation.


Jeremy Keene, P.E., LEED AP, Principal Engineer
Mr. Keene is a LEED Accredited Professional with more than 17 years experience specializing in urban planning and design, including a wide range of transportation, site/civil, and mixed-use redevelopment projects. Expertise includes public involvement, urban planning, mixed-use development, roundabout design, geometric design, grading and drainage design, National Environmental Policy Act (NEPA) documentation, bicycle and pedestrian design, construction plans and specifications, utility coordination, and right-of-way acquisition.
Ryan Salisbury, P.E., LEED AP, Principal Engineer
Mr. Salisbury is a LEED Accredited Professional with more than 13 years experience in the design and construction administration of civil engineering projects, specializing in residential and commercial development projects. The majority of this work involves design, public involvement, and management of residential and commercial development projects, wastewater treatment facility design, water transmission main design, sanitary sewer main extensions, construction inspection, technical engineering reports, and grant applications.
Kirk Adkins, MS, PLS, Senior Land Surveyor
Mr. Adkins has more than 18 years of geodetic, cadastral, and general land survey experience, with a strong knowledge of GPS measurement theory and analysis and GIS data acquisition and analysis. He also has extensive experience with retracement surveys, including subdivisions of sectionalized lands.


Loran Frazier, PE, Senior Transportation Engineer
Mr. Frazier has over 30 years experience working on transportation projects, including nationally recognized large-scale projects. He recently worked as the Chief Engineer on a $1.2B bridge in Alaska. His expertise includes public involvement, road design, bridge design, roundabout design, geometric design, grading and drainage design, NEPA documentation, bicycle and pedestrian design, construction plans and specifications, utility coordination, and right-of-way acquisition.

Bruce Anderson, Senior Hydrologist
Mr. Anderson has been a practicing hydrologist in western Montana since 1992. He specializes in water resources projects including surface water and groundwater, water quality and availability, fisheries enhancement, and natural resource restoration including streams, rivers, and wetlands.
Mark D. Bancale, PE, Senior Traffic Engineer
Mr. Bancale has more than 20 years experience on traffic engineering and transportation planning projects, including traffic impact studies, traffic signal design, volume forecasting, capacity analysis, parking studies, signing/striping plans, traffic modeling, crash analysis, and construction traffic control.
Thomas Tabler , PE, Senior Transportation Engineer
Mr. Tabler is a professional engineer with 15 years of experience in transportation, civil and water-wastewater engineering projects. Representative project experience include: management and design of trunk highway, county highway, residential roadway, and roadway intersection improvements.
John Westenberg, Senior Water Rights Specialist
Mr. Westenberg has more than 30 years of experience in evaluating and documenting water rights determinations; assisting with the water-right permitting process; conducting hydrological/historical water-rights research at Superfund sites in several western states; and locating and analyzing historical documents, maps, and aerial photographs.
Karl Uhlig, Senior Water Resource Specialist
Mr. Uhlig has been evaluating and documenting water rights as well as assisting clients with the water right permitting process, for new uses of both groundwater and surface water, for over 22 years. He conducts hydrological and historical water right research in efforts to identify the best possible solutions for ensuring long term reliable sources of water for client needs. For new groundwater developments, Mr. Uhlig frequently works with well drillers and hydrologeologists to design efficient well systems.
Julie Merritt, Senior Water Resource Specialist
Ms. Merritt has been working as a water resources specialist for over 15 years, working closely with private property owners involved in state and federal water conservation programs and preparing water-right analyses for public and private organizations. Her experience includes locating and analyzing historical documents, maps and aerial photographs, analyzing Montana Water Court decrees for water right clients, and preparing objections to competing water rights.
Jeff A. Duncan, PLS, Land Surveyor
Mr. Duncan has more than seven years surveying experience, including drafting exhibits, plats and COSs; writing legal descriptions; and computing traverse closures, boundaries, section breakdowns and construction layout and grades.
Cody L. Thorson, Construction Project Manager
Mr. Thorson has more than ten years experience as a construction project manager, including contract administration, project scheduling, estimating, traffic control planning, document control administration and budgeting.
Jeff R. Smith, PE, LEED AP, Project Engineer
Mr. Smith has more than six years experience in the planning, design, and construction management of civil engineering projects, with an emphasis on technical report writing and geotechnical investigation.
Melissa R. Matassa-Stone, PE, LEED AP, Project Engineer
Ms. Matassa-Stone is a LEED Accredited Professional with more than eight years experience in infrastructure design, hydraulic modeling, ecological restoration project design and National Environmental Policy Act (NEPA) studies.
Trevor D. Iman, PE, Project Engineer
Mr. Iman has more than five years experience in the planning, design, and construction of transportation facilities. His project experience ranges from traffic analysis and transportation facilities to intelligent transportation systems.
Jonathan D. Claxton, EI, Engineering Intern
Mr. Claxton has three years of experience in designing civil engineering projects, including water, sanitary sewer, storm drainage, street, residential site, and commercial site design, as well as construction observation and coordination.
Brandon Staglund, EI, Engineering Intern
Mr. Staglund has over three years of experience designing civil engineering projects, including those related to storm water infrastructure, small water systems, sanitary sewer, residential and commercial site design, and construction observation.
Carlos Godina, Senior CADD Draftsperson
Mr. Godina has more than 23 years drafting experience, including subdivision areas and boundaries, boundary line adjustments, construction layout, writing legal descriptions, and drawing exhibits, plats, and certificates of survey.
Benton E. Anderson, Senior CADD Draftsperson
Mr. Anderson has more than 19 years experience as a draftperson in the surveying and civil engineering design field using MicroStation and GeoPak, with extensive experience in MDT drafting standards and requirements.
Eric Iverson, Senior CADD Draftsperson
Mr. Iverson has more than 10 years drafting experience, including site design; sanitary sewer, storm sewer and water system design; subdivision development; road design; site surveys; slope analysis; and surface creation and utilization.
Susan Anderson, Water Right Technician/GIS Analyst
Ms. Anderson has over 14 years experience working as a water right technician and GIS analyst. Her experience includes water right research, technical report editing, and Geographic Information Systems (GIS) cartographic support. Recent work has included aerial photo ortho-rectification and interpretation of historical imagery in support of water right adjudication consulting services, and maps documenting historical evidence of land use.
Kate Dinsmore, Landscape Designer
Ms. Dinsmore recently completed her masters degree in Landscape Architecture. Her experience includes designing projects, coordinating with clients and other professionals, and implementing construction plans. She has worked cooperatively with community partners and
stakeholders and created graphics and presentation materials.
