Contract Award/Public Meeting- September 1, 2011
The City has awarded the Highway 93/2nd Street Improvement Project construction contract to the firm, LHC Inc.  LHC will be responsible for reconstruction of two blocks of Highway 93, from Spokane Avenue to Baker Avenue, including those intersections.  The project will also include sewer improvements to Lupfer Avenue. 


This project will require extensive detours with substantial impacts to downtown traffic. The detour routes will change throughout the job.  Information on the current detour route will be available from the City Public Works Department and Stelling Engineers.  The current detour route map will also be posted on this project website.  Due to the need to detour highway traffic onto City streets there will also be parking restrictions.

There will be a pre-constuction meeting held on Tuesday, September 6th at 1:30 in City Hall Council Chambers.

Project Out For Bidding- July 22, 2011
After a year of an aggressive design schedule, the 2nd Street Improvement Project has received final approval for bidding. Click here to view the Final Design. This downtown streetscape project was originally conceived in the Whitefish Downtown Master Plan. As part of national economic recovery efforts in 2009, the City of Whitefish received a $3.5 million TIGER grant from the US Department of Transportation. Fast tracked design began in August 2010, so funds could be obligated by September 2011, as stipulated in the grant. This would not have been possible without ongoing support from the Heart of Whitefish, the Montana Department of Transportation, and the Federal Highway Administration – all of whose attention to detail and diligence have been extraordinary.


The advertisement to bidders will run in Wednesday, July 27th's, Daily Interlake and Whitefish Pilot. Contractors interested in bidding will find all relevant documents and answers to all questions at the Contractor Question and Answer Forum.

Final Design Complete - July 19, 2011

Final Design Nearing Completion - June 8, 2011
Final Plans and Specifications for the US Highway 93 / 2nd Street Improvement project will be submitted this week for review by the FHWA, MDT, and City. A Final Design Overview is available for public viewing below, or at the City Public Works Department. This design reflects discussion and decisions made at the April 14, 2011 Design Workshop and subsequent City Council meeting on April 18, 2011. Drawings and markups from those meetings are also available below.

Design Features Include:

  • decorative street lights with hanging baskets
  • provisions for holiday decorations
  • street trees with metal grates
  • landscaped islands on Central
  • continuous laydown curbs with concrete crosswalks
  • curb extensions
  • colored concrete buffer areas (dark gray)
  • benches, bike racks, and trash receptacles
  • new traffic signals, left turn lanes, and protected phasing

Right-of-Way Acquisition Moves Forward, Public Comment Welcome - March 10, 2011

The City of Whitefish is currently negotiating right-of-way acquisition with a number of private landowners. This is expected to be complete by the end of March. Residents and business owners interested in meeting with the designers should contact Emily Brock at 406-728-4611. The team is currently setting up meetings with interested people for March 18, 2011.

Second Public Meeting Held - February 4, 2011

On February 1, 2011 a public meeting was held with residents and merchants in Whitefish to discuss the design of the Highway 93/2nd Street Improvements Project. Click on the above graphics to view displays from the public meeting.

Engineers will take every comment into account as they design the project details. Important discussion items were:

-Pedestrian Friendly Crosswalks

-Left Turn Signals
-Turn Lane Length
-Construction Implementation

Updates for US Highway 93/2nd Street Improvements Project - December 20, 2010

Progress for this project is steady and on track with the tight timeline. Click here for the comprehensive timeline.

Recent Progress
  • The Environmental Document is complete and has been submitted for Federal Highway Administration approval. We expect anticipate it will be signed before the end of the year.
  • The Preliminary 30% Plan and Design Report has been submitted to the City of Whitefish, the Montana Department of Transportation, and the Federal Highway Administration for review.
  • Initial discussions with affected landowners on proposed right-of-way have begun.

Next Step

Feedback from City, State, and Federal agencies as well as from the general public on the 30% Preliminary Design is an important part of the process. A second Public Meeting and round of stakeholder meetings is planned for mid-January. It is important that stakeholders attend this meeting to keep the schedule on-track. There will be a presentation on the preliminary design and time for public comment. Look for a meeting announcement after the first of the year.

First Public Meeting a Success - October 15, 2010

A successful public meeting was held on Thursday October 14, 2010 in Whitefish to address the 2nd Avenue Street Improvements Project. The design team received feedback about the conceptual design, which came out of the Whitefish Master Plan, from about 30 interested residents, stakeholders, and business owners. The citizens of Whitefish came well informed and were skilled at communicating their concerns. Besides aiding design, the Whitefish Master Plan helped the community recieve the $3.5 Million TIGER Grant, which makes this project possible. Because funding comes from this source, the timeline for design is short. This means residents should speak up now, instead of down the line.


The next public meeting will be held in January. Citizens are welcome to contact designers or the City of Whitefish staff in the mean time to discuss the project.

Project Description - September 2010

The Whitefish Downtown Business District was originally constructed in early 1900’s.  While many downtown buildings have been renovated and modernized, much of the public infrastructure is in poor condition and beyond its useful life. This project will improve traffic flow on U.S. Highway 93 in, around, and through downtown Whitefish.

This project will reconstruct two blocks of U.S. Highway 93 in downtown Whitefish, from Spokane Avenue to Baker Avenue including those intersections and transitions beyond the intersections. Improvements include reconstruction of the roadway and adjacent sidewalks; reconstruction of underground utilities within the right-of-way; new streetlights; new highway signage; and the installation of new traffic signals.

The project is funded through a TIGER (Transportation Investment Generating Economic Recovery) Discretionary Grant that has been awarded to the City of Whitefish by the U.S. Department of Transportation. This grant program is administered under Title XII of the American Recovery and Reinvestment Act of 2009 (ARRA) and requirements of the Act do apply.

Public involvement continues to be a priority for the City of Whitefish.

Public Meeting #1: October 14, 2010 in City Council Chambers, 402 E. 2nd Street. Open house to begin at 5:30pm, presentation to begin at 6:00pm.
