Q:      Light Pole Foundations - Will they be precast or poured in place?
A:      There is no specific requirement for precast or poured-in-place pole foundations. However, we recommend poured-in-place foundations because of the required depths.

Q:      Using a 2' sump will put the holes or seals into the joint with 18" RCP.
A:      Having the hole in the joint of the manhole is acceptable. Use an appropriate method to seal the hole.

Q:      48" Storm Manholes - use seals or grout pipe penetrations?
A:      Either flexible seals or grout are acceptable for sealing pipe penetrations on 48” storm manholes.

Q:      30" ID Inlets that aren't in the curb - can we use East Jordan Iron Works # 3772 ring and grate?
A:      East Jordan Iron Works #3772 ring and grate is acceptable.

Q:     Just wanted to clarify that although your grading summary quantities state that under ”Street Excavation – Neat Line” we are removing “Asphalt Roadway Removal to subgrade”, it should actually state that we are removing “Asphalt Roadway / Concrete Roadway Removal to subgrade” based on the geotech report. This was discussed at the pre-bid for those in attendance, but we just want to make sure it is clarified to all potential bidders / plan holders about the underlying old concrete roadway that also must be removed as part of the excavation which makes a big difference in the cost side of things.
A:     That is correct. Street Excavation includes excavating and disposing of all material within the street template, including the underlying concrete, as well as the existing curbs, sidewalks, etc. that are to be removed.

Q:     Is a foundation design required for the arcade footings?
A:     No, a standard “Arcade Support Footing” detail is included in the plans. Special Provision 46 requires that a licensed structural engineer design and certify all temporary support of the existing arcades during removal and installation of the new footings. Special Provision 18 prohibits hiring a consultant that performed any part of the design for this project, unless otherwise approved by the City of Whitefish in writing.

Q:      Does the Crushed Aggregate Course and Special Borrow quantities include the 1 FT behind the back of the curb shown on the typical sections?
A:     Surfacing quantities for Crushed Aggregate Course and Special Borrow include 1 foot behind the back of curb.

Q:      Is the 6” of crushed aggregate course under the 4” Sidewalk Concrete & the 12” of crushed aggregate course under the 6” Sidewalk Concrete both incidental to these items or is the crushed aggregate course part of the Crushed Aggregate Course bid item?
A:      Per 608.04, crushed gravel base is not measured for sidewalks.

Q:      Can you give me the Engineer’s Estimate for this project?
A:      The Engineer’s Estimate will not be published.

Q:      I see that this project has ARRA dollars involved.  Can you advise if the Custom Street Lights, Signal Lights and other electrical items will be governed by ARRA rules? My understanding on ARRA is if the project is less than $7 million then all items need to be USA made.  If the contract is greater than $7 million then USA + NAFTA Trade Agreements apply. ARRA can make it very challenging on getting all domestic USA products - very difficult to do at times.
A:      All street lights, signals, and electrical items are subject to all specifications and requirements in the contract, including the buy American requirements contained in the Special Provisions. The street lights are included in the Request for Public Interest Finding (link available to the left), which allows a specific manufacturer to be used.
